Digitalization increasingly permeates working life, changing how public sector work is organized, performed, and experienced. Digital technologies are expected to improve efficiency and service delivery, but also reshape working conditions. Digitalization is therefore not only about technology, but also about the people who make it work.
This thesis examines digitalization from a socio-technical perspective, focusing on employees’ occupational well-being and the integration of occupational health and safety management (OHSM) into digitalization processes. Studies in two Swedish municipalities illustrate how digital technologies interact with everyday work, organizational conditions, and managers’ approaches to digitalization.
The findings indicate that collegial interaction and local problem-solving can constitute important resources, but may not compensate for insufficient time, staffing, or organizational support. By conceptualizing digital transformation as an ongoing socio-technical transformation, this thesis advances understanding of how digitalization, occupational health and safety management, and occupational well-being interact. This perspective provides a basis for interpreting how changing demands and resources may influence digitalization processes and its implications for occupational well-being and a sustainable working life.
