Colloquium: Collateral Damage from Offensive Cyber Operations – a Systematic Literature Review
As offensive cyber operations have grown in scope and number, collateral damage to civilian infrastructure and society as a whole from such attacks has become common. Considerable effort has been expended on a framework for analysis of these operations within a legalistic, military context.
We consider two questions. What research exists on Cyber Collateral Damage (CCD)? How can this body of research be analyzed to identify and describe trends and gaps?
