Export control and dual-use products
Dual-use products are products that can be used both for civilian and military purposes. These products may not be exported outside the EU without permission, and in some cases, permission is also required for transfer within the EU. The university must ensure that all handling of dual use products is carried out in accordance with applicable laws and regulations.
What are dual-use items (DUI)?
DUI can include chemicals, equipment, and software that can be used for both civilian and military purposes. DUI can also encompass knowledge about the manufacturing and use of these products. Anyone exporting or otherwise transferring these products and technology out of the country is responsible for determining whether they are classified as DUI.
Keep in mind that it is considered an export regardless of whether the product being transferred is:
- sold
- loaned or given away
- temporary (where the exported product is to be returned to the university). If classified products are to be sent to a country within the EU, it is called a transfer, which generally does not require a permit; however, the recipient must be informed of the classification.
