Reducing overall car use in society has many benefits, but achieving this goal has proved difficult. In the search for measures that are both effective and acceptable to the public, the notion of a ‘window of opportunity’ has gained attention in the behaviour change literature. The effectiveness of interventions may depend not only on their design and the incentives they provide, but also on their timing in people’s lives. Perhaps there are periods when people are more receptive to external influences, more motivated, and more open to using other modes of travel.

Based on theoretical reasoning and previous research on habits and decision-making, life events have been proposed as such favourable moments. When life changes, travel behaviour often changes as well, for example when people move home, start a new job, have a child, or retire. Changes in daily circumstances may prompt people to reconsider how they travel. This reflection may help them recognise the benefits of available alternatives that they previously overlooked when their travel choices were guided by their established routines.

This thesis investigates this idea and asks whether life events truly constitute a ‘window of opportunity’ for reducing car use.
