Public institution
Karlstad University is a public institution. Staff members are therefore civil servants working on behalf of citizens – this responsibility is demanding, but also holds extra benefits. All government employees, irrespective of their professions, share the following core values:

Democracy
All public power in Sweden proceeds from the people. The people elect representatives to the Swedish parliament, the Riksdag. The Riksdag and government task public administration and civil servants with implementing their decisions.
Legality
Public power is exercised in accordance with the law. Civil servants apply and follow the laws and regulations governing different areas of public administration.
Objectivity
The equality of all people before the law, objectivity and impartiality must be observed. Similar cases must be treated similarly and decisions must be based on factual grounds. Bribes and conflicts of interest may not occur.
Free formation of opinion
Swedish government is based on the free formation of opinion, and openness and freedom of expression are central. Civil servants enjoy freedom of expression and communication, and you therefore have the right to provide information to the media. The right of communication may be restricted by confidentiality.
Respect for all people’s equal value, freedom and dignity
Public authority must be exercised with respect for all people’s equal value, and individual freedom and dignity. Civil servants always respect all people’s equal value. All types of discrimination, for example based on gender, ethnicity, sexual orientation or disability, are prohibited
Efficiency and service
Efficiency and sound resource management must be combined with good service and accessibility. The public must be provided with information, guidance and advice, and duties must be performed efficiently.
