CriseIT 2 - Implementing Future Crisis Management Training
The project CriseIT 2 - Implementing Future Crisis Management Training contributed, through knowledge and tools, to a continued digitalization in the crisis management field as well as an increased across-the-border collaboration in crisis management, in the border region of Värmland in Sweden and Hedmark in Norway. CriseIT 2 continued and developed several of the insights, tools and methods that were the result of the project CriseIT.

Expected outcomes of the project was increased crisis preparedness among public actors through the use of flexible, frequent, varied and adapted crisis management training and exercises developed in the project. Easy sharing and reuse of exercises in the long runs means more effective use of public resources. New products and services in the crisis management field can be developed by companies that partake in project results (exercise basis, tools, method support etc.).
One expected long therm effect of CriseIT 2 is that the project consortium becomes a leading actor in research, education and development of skills in the field of digital crisis training.
CriseIT 2 consist of four parts/work packages (WP):
- WP1: Bank of exercises
CriseIT(1) placed foundations for "easy training", through the development of ICT supported training tools and a holistic methodology for the whole training process. This foundation will be built upon in CriseIT 2 through the development of training content. CriseIT 2 will extend the database of training goals with activities and scenarios that are relevant for across-the-border crisis management training. - WP 2: Learning and evaluation
Important steps to gain effect from exercises are systematic evaluations, strategies for long therm learning and conditions for the successful implementation of gained knowledge. Work package 2 aim to describe methodological work approaches that assures quality of design, implementation and evaluation of digital crisis management exercises, repatriation of gained knowledge to organisations and the use of method in education. Close collaboration with participating municipalities is key in the work package, in the whole crisis management exercise chain and as study objects for observation. - WP 3: Streamlining of the exercise process
The main goal of WP 3 is the development of concepts for planning and implementation of exercises (distributed, synchronous and asynchronous), and the evaluation of effects of exercises (learning) measured through scientific criteria. The results will contribute to that users of project methods and tools will be able to get the best possible basis to implement exercises with the greatest possible exchange of knowledge over time. - WP 4: Continued development of tools
The work package aims to continue development of CriseIT tools: MeTracker, the crisis exercise tool (krisövningsverktyget), APärm and DSS. To simplify for users WP 4 will also adress boundary interfaces between tools. This means that the possibility to export and import data between tools will be evaluated and specified.

CriseIT 2 - Implementing Future Crisis Management, has been a collaboration between the Inland Norway University of Applied Sciences, the Centre for Climate and Safety at Karlstad University, Information Systems at Karlstad University, The Norwegian Directorate for Civil Protection (DSB), AppieMode AB, the County Governor of Hedmark, The County Administrative Board of Värmland, EON Reality AS, the municipalities of: Arvika, Årjäng, Hamar and Våler; and Strategisk Respons AS.
